Full Committee Markup: H.R. 4674, College Affordability Act, Part 3
 
On Thursday, October 31, the Education Committee advanced H.R. 4674, the College Affordability Act, to revamp federal higher education policy after a three-day markup. The Committee voted 28-22, along party lines, to approve H.R. 4674, to reauthorize the Higher Education Act. The measure now heads to the Rules Committee, and ultimately toward a full House vote on the House floor. Chairman Scott said he wants to see H.R. 4674 passed by the end of the year.
 
Republicans opposed H.R. 4674, criticizing the overall increase in federal spending on higher education in the bill as well as too much emphasis on four-year degrees at the expense of career and technical training. Republican members also took issue with provisions in H.R. 4674 that target proprietary schools.

Steve Gunderson, president and CEO of Career Education Colleges and Universities, released the following statement regarding the markup of The College Affordability Act in the U.S. House Education and Labor Committee:

“The College Affordability Act, approved by the House Education and Labor Committee today, is a far cry from the comprehensive and bipartisan reauthorization of the Higher Education Act that the Committee leaders promised.”

Final Accreditation and State Authorization Rule Released – Career Education Colleges and Universities
This morning, the U.S. Department of Education made available the final rule on accreditation and related matters, including state authorization requirements for institutions offering distance education or correspondence courses. Except for a few provisions that can be implemented early, the regulations are effective July 1, 2020.
 
Secretary DeVos Finalizes Higher Education Regulations that Promote Innovation, Protect Students, and Reduce Regulatory Burden – U.S. Department of Education
As part of U.S. Secretary of Education Betsy DeVos' Rethink Higher Education agenda, the U.S. Department of Education today announced the publication of final accreditation and state authorization distance education regulations designed to expand educational options for students, holistically lower the cost of education post-high school, and ensure occupationally-focused education meets current workforce needs.
 
Student Assistance General Provisions, The Secretary's Recognition of Accrediting Agencies, The Secretary's Recognition Procedures for State Agencies – U.S. Department of Education
The Secretary amends the regulations governing the recognition of accrediting agencies, certain student assistance general provisions, and institutional eligibility, as well as makes various technical corrections.
