Bruce assumed the position of Vice President for
Government Relations of the Association of Private Sector Colleges and
Universities (APSCU) in January 1997.
Prior to joining APSCU, Bruce served as Liaison to the Republican
Majority in the U.S. Senate and strategic advisor to Haley Barbour,
Chairman, Republican National Committee and Republican Senators on a
variety of policy issues ranging from tax reform, welfare reform,
education and regulatory reform. Subsequent to his joining the RNC Team,
Haley Barbour appointed him Policy Director at National Policy Forum, a
grassroots think tank that coordinated 150 Listening to America Forums
around the country. In addition, Bruce was a contributing writer for
Haley Barbour's book, Agenda for America.
Earlier in his career, Bruce served in the Bush Administration as
Senior Legislative Officer for Congressional Relations to Housing and
Urban Development Secretary Jack Kemp and Special Assistant to
Secretaries Elizabeth Dole and Lynn Martin at the Department of
Labor.
The Republican House and Senate Leadership and Chief of Staffs voted
him one the Top 100 most influential lobbyist in Washington in the
publication, Who's Who in Congress in 1997.
In 1996, Governor George Allen of Virginia appointed Bruce to serve
on the State Board of Community Colleges for a four-year term and
Governor James Gilmore re-appointed him to a four-year term ending 2004.
This Board sets the policy for the twenty-two community colleges in the
state.
Bruce holds a B.S. Degree in Political Science from Norfolk State
University in Norfolk Virginia.
